So far we have covered six concepts across three sessions: Professional Ethics and Conscience (07-Jul-26), Accountability and Non-Malfeasance (08-Jul-26), Utilitarianism and Prudence in Governance (09-Jul-26) — with introductions to three thinkers: Kant, Kautilya, and J.S. Mill. Today is session 4.

What's new today

Two fresh concepts: Equity (Fairness) and Impartiality — both at Foundation level, built from scratch. We will also introduce a new thinker: John Rawls, whose idea of "Justice as Fairness" is one of the most examined concepts in UPSC GS4 history. Nothing from the previous sessions is being repeated at the same depth. However, Accountability and Non-Malfeasance (08-Jul-26) will naturally resurface in the case study, applied to a new setting.

Section B — Today's Anchor

"SIR in Manipur is a pathway to exclusion" — The Hindu, Editorial, 10 July 2026

The Election Commission of India is conducting a Special Intensive Revision (SIR) of electoral rolls across several states, including Manipur. On the surface, this is a routine administrative exercise — clean the voter list, remove duplicates, ensure accuracy. But Manipur is not a routine state. It has been in the grip of a three-year ethnic conflict between the majority Meiteis and the minority Kuki-Zo. Over 260 people have been killed. Around 60,000 Kuki-Zo have been displaced from their homes. Hundreds of villages have been burned. And critically — identity documents, Aadhaar cards, educational certificates, even driving licences of the displaced Kuki-Zo have been destroyed in the violence. Now the same community, scattered across camps and shelters, is expected to prove their voter credentials in a system that demands exactly the kind of documentation they have lost.

This is not just a governance question. It is an ethics question because a process that looks neutral and rule-bound on paper is, in this specific context, a pathway to disenfranchisement — stripping an already victimised community of its most fundamental democratic right. When a "fair" rule produces deeply unfair outcomes, what is a civil servant's ethical obligation?

Section C — Let's Understand: Equity (Fairness)

Think of it this way. Two children come home from school. One had lunch at school, the other did not — because that child's school doesn't have a midday meal scheme. The parent has one roti left. If the parent splits it equally — half and half — that looks fair on the surface. But the child who already ate is getting fed again, while the child who went hungry all day is getting the same half-roti as the one who is already full. The portions are equal. But the outcome is not fair.

This is the difference between equality and equity. Equality means giving everyone the same thing. Equity means giving people what they need so that the outcome is actually fair — factoring in where they are starting from.

Now, you might think — isn't this obvious? Don't we all know that different people need different things? Yes, in a kitchen, everyone knows this instinctively. A mother doesn't serve equal portions to a six-year-old and a sixteen-year-old. She adjusts. But the moment you move from a kitchen to an office, from family to government, something strange happens. People start treating uniformity as if it is the same thing as justice. "We applied the same rule to everyone" becomes the defence for outcomes that are visibly unjust.

And this is precisely where a civil servant's ethical challenge begins.

Imagine you are a District Magistrate. A new scheme requires below-poverty-line (BPL) families to submit a particular form with three documents: an Aadhaar card, a ration card, and a bank passbook. You apply this rule uniformly to all families. But in your district, there is a tribal hamlet where people were displaced by floods two years ago. Their documents were washed away. They have been waiting for replacements. These families are the poorest of the poor — exactly the people the scheme was designed for — but the uniform rule excludes them. They cannot submit what they do not have.

Now, technically, you have done nothing wrong. You followed the rule. The process was applied equally. But if the people the scheme was meant to protect are the ones who cannot access it, then the equality of the process has produced inequity in the outcome. And the question every civil servant must ask themselves is this: Am I serving the rule, or am I serving the purpose the rule was designed to achieve?

This is what equity demands — not that you break the rule, but that you bend your approach to honour the intent behind the rule. You might accept alternative documents. You might set up a special camp to help displaced families reconstruct their paperwork. You might write to the state government recommending a temporary exemption for flood-affected families. Each of these is an act of equity — adjusting the process so the outcome actually delivers justice.

Why does a civil servant need this? Because the people who most need government help are almost always the people who are least equipped to navigate government systems. They lack documents, they lack awareness, they lack connections. If a civil servant treats equity as a luxury — something nice to have but not essential — then the very people who should be first in line end up at the back, or worse, outside the door entirely.

Equity is not discretion. It is an obligation. The Constitution itself embeds equity in Articles 14, 15, and 16 — equality before law, prohibition of discrimination, and equality of opportunity. Article 14, as the Supreme Court has repeatedly held, does not mean identical treatment; it means treating equals equally and unequals unequally.

Consider the real example of S.R. Sankaran, the legendary IAS officer who spent decades working with bonded labourers, Dalits, and the rural poor. Sankaran did not just "apply the rules" to everyone uniformly. He actively sought out the most vulnerable — people who didn't even know they had rights — and brought the system to their doorstep. He understood that true fairness is not passive. It is not sitting in an office waiting for people to come to you with the right form. It is going to them, understanding their circumstances, and adapting the process so that the protection reaches the people who need it most.

That is equity in action.

How to approach

This question is tailor-made for today's session. The FORM is the SIR process — uniform, rule-bound, technically correct. The SUBSTANCE is that applying it mechanically in Manipur strips displaced people of their voting rights. Your approach: open with the equity distinction (same process does NOT equal same outcome), give a concrete governance example, invoke Rawls' Veil of Ignorance to show why substance must override form, and close with a real officer — S.R. Sankaran or T.N. Seshan — who embodied this principle. The examiner is watching for whether you can name the mechanism by which a fair-looking rule produces an unfair result, rather than merely asserting that it does.

The concept of Just and Unjust is contextual. What was just a year back, may turn out to be unjust in today's context.

How to approach

Use the Manipur SIR directly. The SIR might be a perfectly reasonable exercise in a peaceful state. In a state with 60,000 displaced people, mass document destruction, and an active ethnic conflict, the SAME exercise becomes unjust. Context changes the moral character of an identical administrative action — that is the whole claim of the question, and Manipur proves it in a single example. Rawls' framework supports this: justice must be evaluated from the position of the most disadvantaged, and that position CHANGES with circumstances. Add a counterweight for balance — contextualism must not slide into relativism, because some principles (the right to be heard, the right to vote) do not bend with context; what bends is the process required to honour them.

Analyse John Rawls's concept of social justice in the Indian context.

How to approach

A direct hit. You now have the two load-bearing ideas: the Veil of Ignorance (design the rules without knowing which position you will occupy) and the Difference Principle (inequalities are acceptable only if they benefit the least advantaged). Apply them to Indian realities — reservation policy is the clearest institutional expression of the Difference Principle; NFSA entitlements, Fifth and Sixth Schedule provisions for tribal areas, and the SIR debate all invite Rawlsian analysis. Do not merely describe Rawls; ANALYSE means showing where the Indian system honours him and where it fails him. Note also the standard critique — Rawls assumes rational individuals abstracted from community, which sits awkwardly with a society organised around caste and group identity.

How to approach

Use the mechanical vs contextual impartiality distinction from Section D — this is what separates a good answer from an average one. Argue that impartiality IS indispensable, but that it must be understood as contextual neutrality, not robotic sameness. The killer line: a civil servant who hides behind 'I applied the same rule to everyone' while vulnerable communities are excluded is not being impartial — they are complicit in inequity. Illustrate with the BDO distributing relief after communal violence, and with T.N. Seshan, who was accused of bias precisely because he was levelling a tilted field. Distinguish impartiality (no favour between parties) from non-partisanship (no political allegiance) — they are related but not identical, and examiners notice when a candidate conflates them.

Today you added two foundational concepts — Equity and Impartiality — and met John Rawls, whose Veil of Ignorance is one of the most directly examined ideas in GS4 history.

The key insight is this: equality of process does not guarantee fairness of outcome. A good civil servant does not just apply the same rule to everyone and call it justice — they ask whether the rule, in this specific context, is producing a just result. And if it is not, they adapt. That adaptation is not bias. It is the ethical core of public service.
