Part A — The Pattern: What UPSC Is Really Testing

UPSC tests food processing through four lenses:

  • Scope and significance — what the sector is, why it matters (2022, 2025).
  • Challenges — infrastructure gaps, supply chain, compliance, quality (2015, 2017, 2020).
  • Policy response — government schemes, PLI, SAMPADA (2019, 2025).
  • Allied sectors — livestock (2015), pink revolution and meat (2013), dairy and fisheries (embedded in several questions).

The allied sectors (dairy, fisheries, poultry, animal husbandry) get fewer standalone questions but frequently appear as sub-parts within broader agriculture questions — the Integrated Farming System questions of 2019 and 2022, for instance, sit in the Production base article but draw on the livestock material here.

Chapter 1 — Why Food Processing Matters: The Big Picture

Here is a simple way to understand food processing's significance. A farmer sells raw tomatoes at ₹10 a kilogram. If those tomatoes are converted into ketchup, the same quantity sells for ₹150. If converted into sun-dried tomatoes for export, ₹400. If converted into tomato powder for instant soups, ₹600 and more.

That gap — between ₹10 and ₹600 — is the value that food processing adds. And most of that value currently bypasses the Indian farmer.

India's food processing sector in numbers

  • Valued at approximately US $336 billion (2023), projected to reach US $735 billion by 2032 (CAGR 8.8%).
  • Contributes about 8.8% of manufacturing GVA and 11.6% of total food exports.
  • Employs approximately 1.93 crore people — the 5th largest employer in the country.
  • But here is the problem: India processes only about 10% of its food production. Compare this with the US (65%), France (70%), or even Brazil and Thailand (30–40%). The remaining 90% is sold as raw produce or wasted.

Why this matters for three UPSC themes

For farmer income: processing creates demand for agricultural produce beyond the fresh market. A tomato farmer dependent only on the mandi faces wild price swings. A farmer linked to a ketchup factory has a more stable buyer. Processing also absorbs “ugly” produce — misshapen fruits, small-sized vegetables — that would otherwise be discarded.

For employment: food processing is labour-intensive, especially at the micro and small scale. It can create rural non-farm employment right where people live, reducing migration pressure. Women constitute a large share of food processing workers, especially in activities like pickle-making, spice grinding and fish drying.

For nutrition and food security: processing extends shelf life, reduces wastage (India loses ₹90,000+ crore worth of food annually to post-harvest losses), and enables fortification — adding iron to flour, vitamin A to oil. The International Year of Millets (2023) push included millet-based processed foods — cookies, pasta, ready-to-eat meals — to make millets more consumer-friendly.
