Chapter 1 — What Is a Census and Why It Matters

To run a household of 140 crore people you must know: how many live here, how many are children, how many can read, how many have toilets, how many migrate for work. That is what a census does — the most basic act of governance.

The Census of India is a decennial exercise under the Census Act, 1948 (piloted by Sardar Patel), by the Office of the Registrar General & Census Commissioner under the Ministry of Home Affairs.

How India has counted itself

1872 — first (non-synchronous) attempt. 1881 — first synchronised census (W.C. Plowden, under Lord Ripon); the unbroken tradition begins.
1921 — the only year population declined (-0.31%, Spanish Flu); the “Year of the Great Divide.”
1931 — last census to collect full caste data. 1951 — first census of independent India; the organisation becomes permanent.
1971 — the current 543 Lok Sabha seats were fixed on this census. 2011 — the last completed census; population 121.08 crore.
2021 — postponed indefinitely (COVID, then administrative/political reasons); the first missed census since 1872 (even 1941, during WWII, went ahead).
2027 — underway: Phase 1 (house-listing) from 1 April 2026; Phase 2 (population enumeration) February 2027; reference date 00:00, 1 March 2027.

Why census data is load-bearing

It determines delimitation (Article 82), SC/ST seat reservation (Articles 330, 332), Finance Commission devolution, welfare targeting (NFSA covers ~80 crore off Census 2011), planning, the NPR, and the sampling frames for NSSO/NFHS. Outdated census means unreliable everything downstream.
