GOBARdhan Scheme: Gobar Se Gas, Gas Se Growth Ki Kahani

Chai pe charcha style mein — teen alag scenes ek problem statement banate hain: gaon ka gobar, sheher ka kachra, aur LNG ka import bill. Kal, 6 August ko, Cabinet ne un teenon ka ek jawab approve kiya — GOBARdhan, the National Circular Bioenergy Scheme, ₹23,731 crore. Pehle jaargon khulta hai (biogas versus CBG, CNG-PNG-LPG ka farq, circular economy), phir scheme ka shape, phir chaar UPSC angles, aur phir woh chhe challenges jo ek bureaucrat implementation ke waqt jhelega.

Concept 1 — Biogas kya hota hai?

Socho ek band matke mein tumne sabzi ke chhilke, gobar, aur thoda paani daal diya. Dhakkan band kar diya. Ab andar hawa (oxygen) nahi hai. Kuch dinon baad andar ek khaas prakriya shuru hoti hai — jise anaerobic decomposition kehte hain. Anaerobic matlab "bina oxygen ke," aur decomposition matlab "sadna."

Is process mein chhote bacteria organic matter ko todhte hain, aur ek gas nikalti hai. Yehi gas hai biogas. Isme mainly do cheezein hoti hain:

  • Methane (CH₄) — lagbhag 55-65% — yehi wo gas hai jo jalti hai, energy deti hai
  • Carbon Dioxide (CO₂) — lagbhag 35-45% — yeh nahi jalti, bekaar hai
  • Thoda bahut moisture, hydrogen sulphide (jo badbu deta hai)

Toh biogas = methane + impurities. Kacchi shakl mein.

Concept 2 — CBG kya hota hai, aur biogas se alag kaise?

Ab yaha aata hai twist. Kaccha biogas gaadi mein nahi daal sakte. Kyun? Kyunki usme 35-45% CO₂ hai jo jalti nahi — engine ki efficiency giregi. Aur volume bahut zyada hai — ek gaadi mein bhar hi nahi paayega.

Toh scientists ne socha — "Biogas ko upgrade karke pure methane bana lein, aur phir usko compress karke chhote cylinders mein bhar dein."

Yeh 2-step process karta hai:

Step 1 — Purification: Biogas se CO₂, moisture, aur hydrogen sulphide nikaal do. Ab jo bacha hai wo hai lagbhag shuddh methane. Isko technically biomethane kehte hain. India ka standard — IS 16087 — CBG ke liye minimum 90% methane (v/v) maangta hai, aur MoPNG/SATAT documents bhi "more than 90% methane" hi kehte hain. 90 yaad rakho, 95 nahi.

Step 2 — Compression: Is pure methane ko bahut high pressure (~200-250 bar) pe compress karo. Ab yeh CNG jaisa ho gaya — dense, portable, cylinders mein bhara hua.

Yehi hai CBG — Compressed Biogas.

Ek line mein farq:

  • Biogas = kaccha maal (gobar/kachra se seedha nikla, impure, kam pressure)
  • CBG = refined + compressed (pure methane, high pressure, gaadi mein daalne layak)

CBG aur CNG chemically almost same hain — dono mein methane hi hai. Farq sirf source ka hai. CNG zameen se nikli, CBG kachre se bani. Isliye CBG ko CNG mein directly blend kar sakte hain — bina engine badle. Yehi is scheme ka game-changer point hai.

Concept 4 — Circular Economy:

Traditional economy kaisi chalti hai? Seedhi line mein — Kachra → Landfill → Khatam (linear economy). Yeh model wasteful hai. Har cheez ek baar use hoti hai aur phir bekaar. Resource khatam, kachra badhta gaya.

Circular economy kehti hai — "Rukho. Kachre ko wapas cycle mein daalo."

Gobar → Biogas Plant → CBG → Auto Mein Fuel → Auto Emissions → Plants Absorb CO₂ → Fasal → Wapas Gobar.

Yeh loop hai. Kuch bhi waste nahi. Har cheez kisi aur cheez ka input banti hai. Yehi circular ka matlab hai — aur scheme ka naam khud is philosophy ko reflect karta hai.

Scene 1: Pehle Kya Tha — The Setting

Socho ek gaon ka scene. Uttar Pradesh ka koi bhi district le lo — Meerut, Bulandshahr, kahin bhi. Subah ke 6 baje. Ek kisan apne 4 bhainso ka gobar utha raha hai. Dhoop mein sukhaayega, uple banayega, chulhe mein jalayega. Yahi cycle sadiyon se chal raha hai.

Ab thoda urban side dekho. Kochi ka Brahmapuram — waha BPCL ka Compressed Biogas plant hai, February 2026 mein commission hua, Kerala ka pehla city CBG plant. Design 150 tonne per day source-segregated biodegradable municipal waste ka — yaani sabzi ke chhilke, khaana barbaad, mandi ka kachra. Isse roz ~5.6 tonne CBG aur ~28 tonne organic manure banta hai.

Ab teesra scene — Delhi ka koi CNG pump. Auto walla line mein khada hai. Gas ka daam har mahine badh raha hai. Kyun? Kyunki India apni natural gas ki ~50% zaroorat import karta hai. LNG tankers Qatar se, US se, Australia se aate hain. Dollar mein payment. Rupee kamzor hota hai toh bill aur badhta hai.

Ab yeh teenon scenes ek saath rakho — kisan ka gobar, sheher ka kachra, aur import bill. Yehi wo problem statement hai jispe government soch rahi thi.

Scene 2: Policy Makers Ne Kya Notice Kiya — The Pain Point

Policy makers ne dekha ki teen alag-alag problems actually ek hi solution demand kar rahe hain:

Problem 1 — Energy Security ka: FY2025-26 mein India ka crude oil import bill lagbhag $121.8 billion tha — roughly ₹11 lakh crore (FY25 mein $137.2 billion tha). Products aur LNG jodo toh ~₹13 lakh crore. Natural gas ka bhi bada chunk bahar se aata hai. Jab tak yeh dependence hai, tab tak geopolitics — Russia-Ukraine ho ya Middle East tension — humari economy hilti rahegi.

Problem 2 — Rural Economy ka: Kisan ke paas gobar hai, parali hai, sugarcane press mud hai. Lekin in sab ka koi organised market nahi. Parali ka toh ulta problem ban jaata hai — jala do, Delhi ki hawa kharaab. Punjab-Haryana ke kisan ko blame milta hai, lekin unke paas alternative economics kya hai?

Problem 3 — Waste Management ka: Sheher roz tonnes mein organic waste generate karte hain. Landfill mein daal do toh methane nikalta hai — jo CO₂ se kahin zyada powerful greenhouse gas hai. Yaani hum climate ko nuksaan bhi kar rahe hain aur resource bhi waste kar rahe hain.

Methane "25 guna" wala number purana hai — woh IPCC AR4 (2007) ka 100-year GWP tha. AR6 ke hisaab se methane ka GWP 100 saal pe ~28-30 guna hai aur 20 saal pe ~80 guna. Aur asli baat yeh hai: GWP ka number bina time horizon ke adhoora hai. Prelims mein horizon hi trap hota hai.

Ab officials soch rahe the — "Itni mehnat kyun karwayein alag-alag ministries se? Agriculture Ministry parali sambhaale, Urban Ministry kachra sambhaale, Petroleum Ministry import bill sambhaale. Ek integrated approach kyun nahi?"
