Key insight: cropping patterns and irrigation together form the most relentlessly asked cluster — appearing in 2017, 2018, 2019, 2021, 2023, 2024 and 2025. Land reforms appear roughly every alternate year. And technology questions are rising fast: nanotechnology in 2025, e-technology in 2023, digital agriculture in 2015.

Read the trend line: UPSC has moved from asking what the government does (schemes) to asking why the field still fails (water tables, soil, fragmentation) and what technology can realistically fix.

Chapter 1 — India's Agricultural Landscape: The Numbers That Matter

Before we talk about crops, land or technology, let us understand the canvas we are working with. These structural numbers are the foundation of every UPSC agriculture answer.

India has 14.6 crore operational farm holdings (Agriculture Census 2015-16 — the 2020-21 census data is still being processed). Of these:

  • 86.2% are small and marginal farmers (holdings below 2 hectares). They operate only 47.3% of the total cultivated area.
  • Average holding size: 1.08 hectares — and shrinking every decade due to population growth and inheritance-driven fragmentation.
  • Net sown area: about 140 million hectares (roughly 46% of total geographical area). This has barely changed in 50 years — meaning all production growth has come from yield improvements, not area expansion.
  • Gross cropped area: about 200 million hectares. The difference from net sown area comes from multi-cropping — the same land growing two or three crops a year.
  • Cropping intensity: about 143% — on average, each hectare grows 1.43 crops per year. This has improved but remains well below potential.
  • Irrigated area: about 55% of net sown area. The remaining 45% depends entirely on rainfall — and is therefore the most vulnerable to climate shocks.

Agriculture contributes ~17.7% of GDP (2023-24) but employs ~42-46% of the workforce. This GDP-employment mismatch is the single most important structural fact in Indian agriculture. It means each agricultural worker produces far less value than a worker in industry or services. Fixing this — either by raising agricultural productivity or by moving workers to other sectors — is the central challenge.

TWO limbs, and the second — socio-economic uplift of farmers — is half the marks. Do not stop at the science.
