Here is the tension, in one line: population debates, no matter which direction they run, end up trying to control women.
Three hundred years ago, Thomas Malthus looked at England's growing population and panicked. Food production grows slowly, he said, but people multiply fast. Famine is inevitable. His solution? Women should stay chaste. Control women's bodies, control the population.
That prediction was spectacularly wrong. The world went from 1 billion people in the early 1800s to over 8 billion today, and we produce more food than ever. The Green Revolution, better farming technology, global trade — all of these made Malthus look foolish.
But the instinct to panic about population numbers never went away. It just flipped direction. For most of the 20th century, the fear was overpopulation. India's own family planning programme — especially the forced sterilisations during the Emergency of 1975-76 — was driven by this fear. The consequences fell hardest on poor women and men.
Now the panic runs the other way. Fertility rates are falling worldwide. Countries like South Korea (TFR of 0.7), Japan, Italy, and much of Europe are watching their populations age rapidly. Elon Musk calls population collapse a bigger risk than climate change. In India, the national TFR has dropped below replacement level — from 2.2 in NFHS-4 (2015-16) to 2.0 in NFHS-5 (2019-21). Some states like Tamil Nadu, Kerala, and West Bengal have been below replacement for over a decade.
And what is the proposed solution, again? In many countries, it is a call to return to "traditional values." Restrict contraception access. Make abortion harder. Offer baby bonuses. Push women back toward domesticity. The population number changes, but the target stays the same — women's reproductive choices.
This is the tension UPSC cares about. Not the raw numbers, but the social consequences of how we talk about numbers. Here is what a calm reading of the data actually shows.
The demographic transition is real, but not a crisis. Every country that industrialises and educates its people goes through a predictable shift. First, death rates fall (better medicine, sanitation, food). Then, after a lag, birth rates fall (education, urbanisation, contraception access, women's agency). In between, population grows rapidly — this is where India was from the 1950s to the 2000s. Now India has entered the phase where birth rates are falling to match death rates. This is normal. It has happened in every developed country. It is not a catastrophe.
The real challenge is managing the transition, not reversing it. India's working-age population (15-64) is still growing and will remain the majority for decades. The dependency ratio — the number of children and elderly that each working-age person supports — is at its most favourable point right now. This is the demographic dividend window. The question is not "how do we make more babies" but "how do we make sure this huge working-age population is educated, skilled, healthy, and employed."
And when the window starts closing — when the elderly share grows — the question becomes: have we built the pension systems, healthcare infrastructure, and productivity gains (through AI, automation, skilling) to handle an older population? Japan's crisis is not that it has fewer people. Its crisis is that it did not adapt its rigid work culture, did not bring women fully into the workforce, and did not open up to immigration in time. India can learn from this — if it focuses on transition management, not the fertility rate.
Two sides of the same coin sit here. Those who say "population is exploding, we need fewer children" and those who say "population is collapsing, we need more children" are both making the same mistake — treating population as a tap that women can turn on or off. The calmer truth is that fertility decisions are deeply personal, shaped by economics, education costs, housing costs, childcare availability, and women's aspirations. Policy can influence these background conditions. It cannot — and should not — dictate family size.
