GS-4 Ethics Capsule — The Fence and the Compass (Civil Service Values & Codes)

This is the wanting-to-serve. It is the fuel, not the salary. The doctor opens the door at 2 am not because a contract says so and not because someone is watching, but because helping is what he is. That inner orientation — my job is to serve, not to be served — is spirit of service, what maps in Hindi to seva-bhaav.

This is stickiness. The doctor at 8 am the morning after a 2 am emergency — still there, still doing his rounds. Dedication is what shows up after the excitement fades. Anyone can be enthusiastic on Day 1. Dedication is Day 300 and Day 3000, still the same attention to the same task.

This is patience with people who think differently. That morning, one patient is rude, another lectures him on WhatsApp remedies, a third ignored the last prescription and returns complaining. He listens, does not lose his temper, and treats all of them with the same care. Tolerance is not weakness — it is the strength to hold your ground while making space for those who disagree with you.

Now remove any one leg of that stool. Without spirit of service he becomes a bill-generating machine — technically competent, emotionally absent. Without dedication he opens when he feels like it and closes when he is bored; patients suffer. Without tolerance he shouts at the WhatsApp-remedy patient and refuses the rude one, and his practice shrinks to only people who agree with him.

They are the same person in different clothes. Every day dozens of people walk into the DM’s office — farmers, contractors, activists, journalists, politicians, poor women, upper-caste elders, tribal leaders, opposition workers — holding completely opposing views on the same land, the same scheme, the same event.

• No tolerance → he plays favourites, hears those who agree and shows the door to those who annoy him. Governance becomes personal preference dressed as decision.
• No dedication → 5 pm sharp he goes home. Flood victims can wait, pending files stay pending. Enthusiastic on Day 1 of the posting, absent by Day 200.
• No spirit of service → the chair becomes a career milestone rather than a duty. Every decision is calculated for the next posting, the next promotion, the next favour — and the tribal woman standing in the corridor becomes invisible.

This is why UPSC keeps returning to these values. They are the raw material of a functioning civil servant. Without them, all the technical training in the world produces sophisticated clerks, not public servants.

Real example — S.R. Sankaran. The retired IAS officer of the Andhra cadre refused all post-retirement positions and even the state hospitality he was entitled to as a retired secretary. He walked into Naxal-affected areas to mediate between the state and the ultras, with no security and no fanfare. Spirit of service so pure that even the Maoists trusted him; dedication so deep that he continued dalit and tribal welfare work until his last day; tolerance so wide that he could sit across a table from people holding guns and still argue for peace.

Why this is useful. First, when you write a GS-4 answer about “an ideal civil servant,” you now have three specific words to hang the answer on — named values with definitions, not vague adjectives. Second, in the interview and later in the chair itself, the three become an internal checklist: am I opening the door at 2 am, am I still sharp at Day 3000, am I listening to the ones who irritate me?
