1926 mein Hilton-Young Commission ne recommendation di ki India ko ek proper central bank chahiye. Us time currency issue karna Government of India ka kaam tha, aur banking regulation ka koi structured framework nahi tha. Bank fail hote the, depositors ka paisa doob jaata tha, aur lender of last resort ka concept nahi tha.
Iska result — RBI Act, 1934 paas hua aur 1 April 1935 ko RBI operational ho gaya. Shuruaat mein private shareholders ke paas ownership thi. Phir 1949 mein nationalisation hua aur government ne pura control liya. Headquarter Mumbai mein hai.
Aaj RBI ke paas 4 main roles hain:
- Currency issuer (except 1 rupee note, jo Ministry of Finance issue karta hai)
- Banker to Government — Centre aur States dono ka
- Banker to Banks — commercial banks ka regulator aur supervisor
- Monetary Authority — interest rate aur money supply ka manager
