Scene 1: LIC — Origin aur Structure

1956 mein India ki government ne ek badi decision li. Us waqt tak insurance business private companies ke haath mein tha — 245+ private insurers desh mein kaam kar rahe the. Log soch rahe the ki insurance middle class aur poor logon tak pahunchna chahiye, lekin private companies sirf sheher ke ameer logon ko target kar rahi thi. Villages mein koi jaata hi nahi tha. Upar se kuch companies ne logon ke paise doob bhi diye the — trust ka mahaul kharab ho gaya tha.

Government ne socha — "ek bharosemand institution banate hain, jo government ke haath mein ho, aur har gaon-gaon tak pahunche." January 1956 mein 245 entities takeover ho gayi — 154 Indian insurers, 16 foreign insurers aur 75 provident societies. Isi soch se Life Insurance Corporation of India (LIC) ka janam hua, 1 September 1956 ko — ek statutory corporation, matlab Parliament ne special Act paas karke ise banaya (LIC Act, 1956). Yeh normal company nahi hai jo Companies Act ke under registered hoti hai — yeh directly Parliament ke Act se aayi hai. Yahi iska "statutory" hone ka matlab hai.

Owner: Government of India — 100% ownership 2022 tak.

Size: FY26 mein LIC ka first-year premium income mein market share ~56.66% hai (FY25 mein 57.05% tha). Baaki hissa 20+ private companies mein banta hai — HDFC Life, SBI Life, ICICI Prudential wagera.

"56% market share" ka matlab yeh NAHI ki har do policies mein se ek LIC ki hai. Yeh first-year premium income ka share hai, aur ismein LIC ka group business ka dabdaba shaamil hai. Sirf individual new business dekho toh LIC ka share ~36.6% hai. Prelims mein "market share by what?" hi asli sawaal hota hai.

Scene 2: 2022 IPO — Disinvestment ki Shuruaat

Government ke paas paisa chahiye tha — infrastructure, welfare schemes, deficit control ke liye. Finance Ministry ne socha — "LIC jaisa sona pada hai, thoda hissa becheinge toh crores milenge, aur company public ke saamne accountable ban jayegi."

Disinvestment kya hai?

Jab government apni companies (PSUs — Public Sector Undertakings) ka stake bechti hai public ya private investors ko, usko disinvestment kehte hain. Teen types:

  • Minority disinvestment — thoda hissa bechti hai, control apne paas rakhti hai (51%+ retain karti hai)
  • Majority disinvestment — 50%+ bech deti hai, control chala jaata hai
  • Complete privatisation — sab kuch bech do (jaise Air India ka case)

Har saal Union Budget mein iska target rakha jaata hai. FY27 ka number: ₹80,000 crore — lekin dhyaan do, yeh "disinvestment target" nahi hai. FY24 ke baad se Budget mein alag se disinvestment ki line hai hi nahi; ₹80,000 crore Miscellaneous Capital Receipts ke neeche aata hai, jismein PSU stake sale aur asset monetisation dono milke count hote hain.

DIPAM — Kaun Manage Karta Hai?

DIPAM (Department of Investment and Public Asset Management) — Ministry of Finance ke under. Pehle iska naam tha "Department of Disinvestment", lekin 2016 mein rename kiya gaya kyunki iska kaam sirf bechna nahi, public assets ka management bhi hai. DIPAM decide karta hai kaunsi company ka stake, kab, kaise, aur kis price pe bechna hai.

IPO (Initial Public Offering) kya hota hai?

Jab koi company pehli baar apne shares aam public ko bechti hai stock market ke through, usko IPO kehte hain. "Initial" matlab pehli baar, "Public" matlab aam janta ko, "Offering" matlab pesh karna. IPO ke through company ko naye paise milte hain (fresh shares issue), ya government ko paise milte hain (existing shares bechne pe — jaise LIC case).

Problem — jo log ₹949 pe khareede the, unhe market ne alag jawab diya. Listing hi discount pe hui, aur share girta gaya — 29 March 2023 ko all-time low ₹530.20, yaani issue price se ~44% neeche.
