Session 16 — Ethical Dilemma & Ethical Decision-Making

Dilemma is not good versus evil — it is good versus good. Kidder's four paradigms name the conflict, three lenses resolve it, and Kohlberg explains why the skill takes maturity to acquire.

Where We Are — The Ledger So Far

Fifteen sessions in. You have twenty-nine concepts in your kit and fifteen thinkers to lean on. Today we do something different. We stop laying bricks. We learn how to use them all at once, under pressure, in a live case study.

What's New — and Why This Concept Now

Today's concept: Ethical Dilemma and Ethical Decision-Making. One concept, but the meta-concept — the one that ties every earlier session together.

Let me be honest with you about why I picked this now, and not earlier.

Reason one — you needed the individual concepts first. If I had taught you "dilemma resolution" in Session 3, you would have had nothing to resolve with. You would have had frameworks and no content. Now, after fifteen sessions, when I say "weigh Integrity against Compassion" you actually know what both mean and how they cut against each other. The toolkit is ready. Now we learn the tool-use.

Reason two — PYQ pressure. Look at what UPSC asks directly. The 2018 paper asked you to explain the process of resolving ethical dilemmas in public administration — ten marks, and no way to answer it without a framework. The 2019 and 2013 papers both asked about crisis of conscience, which is a specific type of dilemma. The 2021 paper asked how Emotional Intelligence helps in a crisis of conscience — dilemma territory again. The 2022 paper asked how ethical values assist in the resolution of conflicts. That is five direct theory questions across seven years. And every single case study — all thirteen years of them — is a dilemma problem in disguise.

Reason three — this concept gives you a structure for every case-study answer. Right now, if you are asked "what are the ethical issues involved", you probably list four concepts and stop. After today you will name the dilemma, classify it, walk the resolution steps, and land on a defensible answer. That is the difference between a 12 and an 18 in case studies.

Depth level: foundation plus case-integrated — because this concept is useless without immediate application.

Let's Understand — What Actually Is a Dilemma?

Let's start where all understanding starts — in ordinary life.

You are at a wedding. Your best friend is the groom. During the reception you accidentally overhear a phone call — the caterer is quietly telling someone that the paneer served two hours ago was substandard, possibly stale. Nobody has fallen ill yet, but three hundred people ate it. You have a choice. Tell the groom immediately, on his happiest day, in front of all his relatives, and possibly ruin the evening. Or stay silent, hope nobody gets sick, and never mention it again.

Now pause. Is this a right-versus-wrong choice? No. Both options have something right about them. Telling him is right because people's health matters and truth matters. Staying silent is right because protecting your friend's peace on his wedding day also matters. This is not a temptation to do something bad. This is two goods pulling in opposite directions.

An ethical dilemma is not a fight between good and evil. It is a fight between good and good — two things you value, both of which cannot be honoured at the same time.

That distinction is where most aspirants go wrong. They read a case study and immediately look for the "corrupt option" and the "honest option". Real dilemmas — the ones UPSC frames — almost never have a clean bad guy on one side. They have a conflict of two rightful things. The officer's job is to work out which rightful thing wins today, in this specific situation, and to be able to justify why.

Dilemma versus crisis of conscience

Now let me contrast this with something you already know. A crisis of conscience is a subset of dilemma. It is the moment when the pressure is so high that even after you know the right answer, doing it feels almost impossible — because it will cost you your career, your family's safety, your promotion.

Dilemma is the choosing. Crisis of conscience is the doing, when doing feels unbearable. Both live in the same neighbourhood.

Right versus Wrong, and Right versus Right

Rushworth Kidder — the ethicist we meet properly further down — drew this line very cleanly, and it changed how the world teaches ethics.

Right versus Wrong is a moral temptation. You know what is right, but there is a shortcut. Taking a bribe when you are broke. Falsifying a report to please the boss. Here the challenge is not intellectual — it is the strength to resist. You already know the answer.
Right versus Right is a genuine dilemma. Two values both apply, both matter, and honouring one means sacrificing the other. Here the challenge is intellectual first, emotional second. You have to reason your way out.

UPSC case studies are almost always Right versus Right. So if your model answer says "the officer must be honest and refuse the bribe", you have misread the case. That was the 2013 paper's level. The modern paper wants you to see the deeper conflict — and an answer that only spots the obvious wrongdoing caps itself well below the top band.

Why a civil servant especially needs this

An ordinary citizen faces maybe one or two real dilemmas a year. A civil servant faces one every week. Why? Because a civil servant sits at the intersection of rules written yesterday and situations happening today — and yesterday's rulebook never quite fits today's mess.

So the officer is constantly asked to balance letter against spirit, individual against collective, short-term against long-term, loyalty against law, compassion against procedure. Every one of those is a Right-versus-Right axis. A civil servant without a decision framework is a person walking through a minefield in the dark. A civil servant with one has at least a torch.

And this is what separates a bureaucrat from a statesperson. The bureaucrat follows the manual. The statesperson reads the situation, applies the manual where it fits, and reasons transparently where it does not. That is what UPSC is testing when it puts case studies in the paper.

Separate the two halves the question actually asks. First define it as the turmoil of ACTING, not of choosing — that is what distinguishes it from an ordinary dilemma. Then give concrete public-domain manifestations rather than abstractions, and close on the capacities that carry an officer through it.

Two questions, so give two clear halves. What ethics PROMOTES is the first half — go beyond 'good behaviour' to integrity, cooperation and institutional trust. The second half is mechanism: show values working as decision-anchors through the three lenses, and end on why documented reasoning depersonalises conflict.
