From Strategic Convergence to Strategic Complementarity — The Changing Logic of the India-U.S. Partnership

Tariffs ko trade fight samajhna sabse badi galti hai — yeh ek doctrine ka upar wala hissa hai. Liberal internationalism se flexible realism tak, aur India ke liye uska matlab: pichhla decade shared worry pe chala, agla decade shared capability pe chalega. The China worry got India into the room; the capability question decides whether India stays.

The Story So Far — Read This First

Chaliye pehle ek badi story samajhte hain — kyunki aaj wali news iska naya chapter hai, akela event nahi.

Baat shuru hoti hai Amrika ki foreign policy se. Cold War khatam hone ke baad 30 saal tak Amrika ka rule simple tha — "shared values wale partners ko close rakho, uske badle mein market access do, defence umbrella do, technology do." Democracies apas mein ek family. Yeh scene chala jab tak Amrika economically strong tha aur uska return uske kharch se badha rahta tha. Phir problem ho gayi — American manufacturing tut gayi, China rise ho gaya, aur American public ko lagne laga "hum duniya ke liye kharch karte hain, humein wapas utna nahi milta." Iska outcome yeh nikla ki policy makers ne ek naya rule set kiya — "har partner ko sirf ek cheez pe judge karo: yeh mujhe kya de raha hai?" Isi nayi soch ka naam hai — Flexible Realism.

Yeh doctrine sabse pehle tariffs mein dikhi. 2019 mein Amrika ne India se GSP wali facility wapas le li — kyun? Kyunki Amrika ka argument tha ki "India ab developing country nahi rahi, isko unilateral concession kyun?" Iska result yeh hua ki India ka $6 billion ka export benefit khatam ho gaya. Phir Section 301 chalu ki, phir chaar-tier tariff structure banaya, aur ab bilateral trade agreement negotiate ho rahi hai — sabka ek hi purpose: reciprocity manwana. Poori mechanics kaisi chali — GSP kaise wapas hui, Section 301 ka poora architecture, chaar-tier tariff structure, aur WTO reform ka jo tension ban raha hai — yeh sab External Sector, Trade & International Economic Institutions base article mein detail se cover hai. Aaj wali news usi mechanics ke upar ek doctrinal layer add karti hai. Aur jab India-US BTA actually finalise hoga, uske analysis ke liye Free Trade Agreements — Complete UPSC Base kaam aayega — market access, rules of origin, services, procurement, dispute resolution ka framework wahaan hai.

Ab India ke saamne natural sawaal aaya — "Agar Amrika reciprocity maang raha hai aur pressure daal raha hai, toh chalo China ki taraf balance karein." Lekin yahaan uncomfortable truth samne aayi. India jo medicines banata hai, uske raw materials China se aate hain. Solar cells, electronics, magnets, critical minerals — sab China. Aur wohi China LAC pe sadak bana raha hai. Toh outcome kya nikla? "Autonomy" wala word crisis mein pad gaya — kyunki agar switch kisi aur ke haath mein hai, toh autonomy sirf kaagaz par hai. Yeh dilemma India-China Reset piece ne detail se dekha tha.

Toh solution kya hai? Solution simple hai — apni capability build karo. Lekin yahaan India ka honest gap khulta hai. Manufacturing GDP ka sirf 15%, R&D 0.64% (China 2.4%, US 3.5%), chips almost 100% imported, critical minerals ka processing infrastructure nahi. Yeh gaps kyun hain? Kyunki decades tak India ne "services economy" pe bet lagaya aur manufacturing chhod diya. Aur iska outcome kya hai? Aaj jab reciprocity maangi jaa rahi hai, dene ke liye haath mein utna nahi hai. In gaps ka poora breakdown Great Power Gap aur Four Cs Crossroads mein hai.

Aaj wali news is poori chain ko pehli baar ek naam deti hai — Flexible Realism. Aur explicitly bol rahi hai — jo shift hum feel kar rahe the, wo formal doctrine ban chuki hai.

Kya Badla Hai — The Core Argument

Chaliye seedha mudde par aate hain. Trump ke jo naye tariffs India par lage hain — inhein sab log galat padh rahe hain. Log soch rahe hain "yeh ek trade fight hai." Asli baat yeh hai — nahi, yeh ek badi shift ka chota sa upar wala hissa hai.

Pehle scene kya tha? Cold War ke baad 30 saal tak Amrika apni foreign policy ideology aur values ke basis pe chalata tha. "Democracies ka club" wala approach — hum saath hain kyunki hum jaise hain.

Phir kya badla? Amrika ne dekha ki is model mein wo bahut de raha hai, wapas kum mil raha hai. Kyun? Kyunki China rise ho gaya, aur bahut saare "allied democracies" ne Amrika ke saath free-ride kar liya — Amrika ka umbrella liya, uska market use kiya, wapas proportional value nahi diya. Isi realisation se ek naya doctrine paida hua — Flexible Realism — jismein har partner ko sirf ek cheez pe judge karo: aap kya laate ho? Values, purani dosti, treaties — sab side pe.

Iska result kya hai India ke liye? Pichhle decade mein India ki jo automatic strategic importance thi — kyunki dono ko China ki chinta thi — wo ab guaranteed nahi hai. Baat bilkul simple hai: agla chapter tabhi likha jaayega jab India apni khud ki capability laayega. China ki common worry se ab poori partnership nahi chalegi.

Doctrinal Shift — Liberal Internationalism Se Flexible Realism Tak

Pichhle 30 saal se American foreign policy ek badi assumption pe khadi thi — "duniya tab better chalti hai jab shared rules ho, open trade ho, aur democratic values ho." Alliances ko long-term investment mana jaata tha — har quarter mein renegotiate nahi hote the. Isi thinking ka naam tha liberal internationalism. Iska core: partners ko values pe judge karo, cost share karne ke liye taiyaar raho.

Phir kya hua? Trump-era ne is assumption ko todha, lekin specific way mein. Unhone duniya ko chhoda nahi — bas duniya ka upkeep-cost pay karna refuse kar diya. Har alliance, har treaty, har trade access — ab ek value test se guzarna padta hai. Yeh shift kyun aayi? Kyunki American domestic politics mein yeh strong feeling ban gayi ki "hum duniya ke policeman ban ke bahut kharch kar chuke, wapas proportional return nahi mila." Manufacturing tut gayi, blue-collar jobs kho gayi, aur China industrial superpower ban gaya — sab uske baawajood jab Amrika defence umbrella pura duniya ko provide kar raha tha.

Isi frustration se ek naya doctrine paida hua — Flexible Realism. Realism ka core to purana hai — Kissinger wala idea — ki countries emotions se decide nahi karti, national interest se karti hain. Trump-era ne isme "flexible" wala twist add kar diya — matlab ab partnerships fixed nahi rahenge, case-by-case decide honge, values secondary honge.

Flexible realism means America now judges every partner case-by-case, based on what that partner delivers — not on shared values or old friendship.

Iska outcome yeh hai ki UPSC ka angle poori tarah shift ho jaata hai. Pehle "India ko Amrika ke saath kaise engage karna chahiye?" ka jawab tha "democratic values plus common China concern." Ab wo jawab aadha bekaar ho gaya — values wala hissa quietly optional, sirf interests wala hissa score ho raha hai.

The way out:

Solution kya hai? Doctrine ko argue karke bata nahi sakte — usi ke terms pe answer karna padega. Matlab India ko Washington mein apni pitch badalni padegi — "values aur democracy" se hatakar "capability aur market" wali pitch tak. Ek concrete example already exist karta hai — iCET (Initiative on Critical and Emerging Technology) jo January 2023 mein launch hui. Yeh kya hai? Ek framework hai jo India-US relationship ko specific technology areas mein anchor karta hai — semiconductors, AI, quantum computing, biotechnology, telecom, defence innovation. Yeh kyun kaam karta hai? Kyunki iCET ka design exactly usi way pe hua hai jaise flexible realism partners ko judge karta hai — narrow, measurable, reciprocal. Har area mein specific deliverable point out ho sakta hai. India ka kaam ab yeh hai ki iCET wala template baaki tracks pe bhi le jaaye — trade mein, minerals mein, energy mein — taaki har track ka apna measurable scorecard ho, sirf goodwill nahi.

Strategic Autonomy — Nehruvian Distance Se Capability-Based Agency Tak

Yeh sabse important idea hai, toh detail mein samajhte hain. 1961 mein Belgrade mein NAM Summit hui, aur Nehru ne autonomy ki definition di — "Cold War ke do camps hain, hum kisi mein bhi nahi jaayenge, equidistance rakhenge." Yeh baat tab bilkul sensible thi kyunki India tab bahut weak tha — small economy, weak military, koi indigenous defence industry nahi. Sides le leta toh koi ek camp ka client ban jaata. Distance-as-strategy ka logic tha survival.

Phir kya hua? Cold War khatam ho gaya, camps hi nahi bache. Aur India parallel mein transform ho gaya — 2026 mein paanchvi sabse badi economy, nuclear power, top-three defence importer with growing indigenous base, world ki largest diasporas mein se ek. Toh purani definition ka practical meaning kyun khatam ho gaya? Kyunki ab constraint distance nahi hai, agency hai. India kisi bhi camp mein already engage ho sakta hai.

Strategic autonomy is not about staying away from every camp; it is the ability to enter any camp and choose what to take, based on India's own interests.

Yaani stay-out ki jagah reach-in, but apni marzi se. UPSC exam mein yehi nuance baar-baar test hoti hai — NAM aur strategic autonomy ka fark exactly yahi hai.

Lekin ek uncomfortable observation bhi saath aati hai — is kism ki autonomy policy document se nahi aati, capability se aati hai. Jo country apne jet engines nahi bana sakti, wo really decide nahi kar sakti ki American ya Russian jet lena hai — wo choice pehle se koi aur bana chuka hota hai.

The way out:

Capability ek-ek brick se build karni padti hai, aur iska sabse strong working template India mein hai Production Linked Incentive (PLI) Scheme. Yeh kya hai? Ek Central Government scheme jo manufacturers ko cash incentive deta hai — lekin ek smart twist ke saath. Purane schemes input pe subsidy dete the (raw material sasta karo, land free do). PLI output pe subsidy deti hai — matlab kitna maal aap India mein banaya aur becha. Kyun better hai yeh design? Kyunki input subsidy mein cheating easy thi — paise le lo, production dikha do minimum. Output subsidy mein sirf jab actual maal banega tabhi paise milenge. 14 sectors abhi cover hain — mobiles, solar cells, pharma APIs, semiconductors. Yeh autonomy ki problem kaise fix karta hai? Jab sector scale reach kar leta hai, imports optional ban jaate hain, compulsory nahi. Aur exactly usi point pe strategic autonomy slogan se substance ban jaati hai. Gap yeh hai ki PLI abhi bhi deep-tech layer chhod deta hai — chips, jet engines, batteries — jahaan asli test hota hai. Isi outcome-based design ko un sectors tak le jaana (Semicon India, ANRF-funded research, defence indigenisation) — yeh concrete road hai.
