Chapter 1: Gandhi ka Talisman — jahan se sab shuru hua

Sochiye — 1948 ka daur. Gandhi ji ne ek chhoti si baat likhi thi jo aaj bhi har babu ki file ke oopar likhi honi chahiye. Unhone kaha: "Jab bhi tumhe koi decision lena ho, sochna — is decision se sabse gareeb, sabse kamzor insaan ka kya hoga? Agar uska bhala hoga, decision sahi hai."

Isko log "Gandhi ka Talisman" kehte hain. Yani "last person" ki soch — panti mein khade sabse aakhri banda.

Ab yahi soch ek aur mahaan aadmi ne apne tareeke se boli — Deendayal Upadhyaya ji. Unhone 1965 mein Bombay mein di gayi lectures mein ek philosophy diya — Integral Humanism. Ismein unhone kaha ki development ka matlab hai "Antyodaya" — "antya" matlab aakhri, "udaya" matlab uthana. Yani sabse aakhri banda uthega, tabhi asli vikas hoga.

Ye do soch — Gandhi ka talisman aur Deendayal ji ka Antyodaya — dono ne milkar ek philosophical foundation banayi jispe aage saari schemes khadi hongi.

Antyodaya ki jad. Antyodaya = "antya + udaya" = uplift of the last person. Concept articulated by Deendayal Upadhyaya in Integral Humanism (1965) — four lectures delivered in Bombay, April 1965. Parallel philosophy: Gandhi's Talisman (1948) — last-person test for every policy decision.

Chapter 2: PDS ka Janm — ration ki purani kahani

Ab thoda peeche chalte hain. Aazadi ke pehle, World War II ke waqt British India mein anaaj ki bahut kami thi. Bengal Famine 1943 mein lakhon log mar gaye. Log soch rahe the — kuch to system hona chahiye jo gareeb logon tak sasta anaaj pahunchaye.

Independence ke baad, government ne dheere-dheere ek network banaya — Public Distribution System (PDS) — jisme sarkar sasti rate pe gehun, chawal, cheeni, kerosene aakhri gaon tak pahunchati thi. Ye Fair Price Shops (FPS) ke through hota tha — jinhe hum "ration ki dukaan" kehte hain.

Phir 1997 mein ek badi shift hui. Log dekh rahe the ki PDS mein sabko ek jaisi facility mil rahi hai — ameer bhi le raha hai, gareeb bhi. Isse leakage badh raha tha, kharcha bhi. Unhone decide kiya — ab ration sabko nahi milega, sirf gareebon ko milega. Isko naam diya Targeted PDS (TPDS). Do category banayi gayi:

  • Below Poverty Line (BPL) — gareeb
  • Above Poverty Line (APL) — thoda kum subsidy

PDS aur TPDS. PDS structured after FCI's establishment in 1965. TPDS launched June 1997 — BPL/APL categorisation introduced. Delivery through Fair Price Shops (FPS) — currently over 5.3 lakh FPS across India.

Chapter 3: December 2000 — Vajpayee ji ka faisla, AAY ka janm

Ab picture mein aata hai asli hero — Atal Bihari Vajpayee ji ki government. Saal tha 2000, December mahina.

Log soch rahe the ki BPL bhi ek badi category hai — ismein bhi kuch log aisay hain jo sabse-sabse gareeb hain. Widow jo akeli reh rahi hai, buzurg jodha jinke bachche nahi hain, disabled log, tribal community ke andar ki sabse pichde groups. Inhe alag treatment chahiye.

Unhone decide kiya — ek scheme banao jo sirf "poorest of the poor" ke liye ho. Naam rakha — Antyodaya Anna Yojana (AAY). Launch date: 25 December 2000 (Vajpayee ji ka birthday — jise baad mein, 2014 se, Good Governance Day ke roop mein manaya jane laga). Sabse pehle Rajasthan mein implement hua.

Shuruaat mein har AAY household ko 25 kg anaaj per month milta tha — bahut hi symbolic rate pe. 2002 mein isko badha kar 35 kg per household per month kar diya gaya. Wheat ₹2/kg, rice ₹3/kg, coarse grains ₹1/kg — nominal prices.

Yahan ek chhoti si detail dhyan dena — AAY "per household" deta tha, "per capita" nahi. Ye baat aage badi important banegi.

AAY. Launched 25 December 2000 by the Vajpayee government. First implemented in Rajasthan. Entitlement: 35 kg foodgrains per household per month (increased from 25 kg in 2002). Target group: "poorest of the poor" — currently approx 2.5 crore households. Ministry: Consumer Affairs, Food & Public Distribution.

Chapter 4: Court ki Entry — PUCL Case aur Right to Food

Ab kahani mein twist aata hai. Saal 2001 — Rajasthan mein sukha (drought), godown mein anaaj bhara pada tha, aur log bhookh se mar rahe the. Ye contradiction dekh kar People's Union for Civil Liberties (PUCL) ne Supreme Court mein PIL daali.

Case ka naam — PUCL v. Union of India (2001) — jise "Right to Food case" bhi kehte hain.

Court ne kuch bahut hi important baat kahi. Unhone kaha — Article 21 (Right to Life) ka matlab sirf zinda rehne ka adhikaar nahi hai. Zinda rehne ka matlab hai dignity ke saath zinda rehna. Aur bhookh mein dignity nahi hoti. Isliye Right to Food bhi Article 21 ka hissa hai.

Yahan Constitution ki DPSP bhi kaam mein aayi:

  • Article 39(a) — sab citizens ko adequate means of livelihood milna chahiye
  • Article 47 — state ka duty hai nutrition aur standard of living badhaana

DPSP directly enforceable nahi hai, but Court ne DPSP ko Article 21 ke saath jodkar use kiya — isko "harmonious construction" kehte hain.

Phir 2 May 2003 ko Court ne ek aur specific order diya. Kaha ki AAY mein ye log zaroor include hone chahiye:

  • Widows jo akeli reh rahi hain
  • Bujurg couples jinke paas koi earning member nahi
  • Disabled persons without support
  • Particularly Vulnerable Tribal Groups (PVTGs) — sab ke sab AAY mein aane chahiye

Right to Food ka judicial route. PUCL v. Union of India, 2001 — the Right to Food case. Article 21 expanded to include the right to food. DPSP linkage: Article 39(a) (livelihood) and Article 47 (nutrition & standard of living). SC order dated 2 May 2003 — mandatory AAY inclusion of destitute households and all PVTGs.
