GS-4 Ethics Capsule — The Officer Who Felt and the Officer Who Did (Empathy & Compassion)

Think about the last time a close friend told you they lost their job. You did not just hear the words — something shifted in your chest. For a moment you felt what they were feeling: the fear, the embarrassment, the worry about bills. Your own job was fine, but for a few seconds your mind stepped into their shoes and experienced their world. That stepping-into-someone-else’s-shoes is empathy.

It is not the same as feeling sorry. Feeling sorry looks at someone from the outside — “oh, poor fellow.” Empathy looks at the world from the inside of their experience. One is watching someone drown from the shore; the other is imagining what the water feels like in their lungs.

An everyday example: a mother is cooking dinner and her five-year-old runs in — “Mummy, my drawing got torn!” For the mother it is nothing. But with empathy she pauses, sees the child’s face, and understands that for this child the drawing was the most important thing in the world. She does not say “it’s just paper.” She says, “Oh no, you worked so hard on that.” She has fixed nothing — but the child feels heard. That is empathy in action.

A District Magistrate is reviewing flood-relief applications. One has a small mistake — the wrong survey number. The rule says reject incomplete applications. She could reject it and move on; it is technically correct. But an empathetic officer pauses: who is this person? A farmer whose house just went underwater, who filled the form in a relief camp with shaking hands. The wrong number is not carelessness — it is distress. This does not mean she ignores the rules; it means she understands why the mistake happened, and that changes how she responds — asking the tehsildar to help correct the form, giving an extra day. The decision may not change, but the way it is made changes completely.

• Cognitive empathy — understanding what the other person is thinking. “I can see why this shopkeeper is angry — his licence renewal has been pending six months.” The head does the work.
• Emotional empathy — feeling what the other person feels. “I can feel how helpless this widow must feel, queuing five hours for a pension with no certainty.” The heart does the work.
• Empathetic concern — the bridge to compassion: you feel the pain AND feel pulled to act. “I can feel how scared these pilgrims were, and I want to make sure it never happens again.”

Because governance is not abstract — every file is a person, every delay has a human cost. Without empathy an officer becomes a machine: technically efficient, emotionally blind, following every rule while never asking “what does this decision feel like on the receiving end?” The Puri surge is a textbook case: the officers had crowd estimates, deployment plans, barricades. What was missing was the ability to imagine being a 60-year-old pilgrim in 38-degree heat, in a crowd so dense your feet are not touching the ground. The plans were logical; they were not empathetic.

Real example: IAS officer Armstrong Pame, posted in a remote part of Manipur, saw that tribal villagers walked 100 km through jungle to reach a hospital. He could have noted it and moved on. Instead he imagined that walk — a pregnant woman, in labour, through leeches and mud — and built a road without waiting for sanction, crowd-funding it into the “People’s Road.” That is cognitive empathy (“I understand the problem”) + emotional empathy (“I feel the pain”) + empathetic concern (“I must act”).
