GDP matlab Gross Domestic Product — desh mein jitne bhi final goods aur services ban rahe hain, unki market value. Yeh woh number hai jiske basis pe hum kehte hain "India duniya ki sabse tezi se badhti economy hai." NSO yaani National Statistics Office yeh calculate karta hai, jo Ministry of Statistics and Programme Implementation (MoSPI) ke under aata hai.
Ab yahan pain point kya tha? Sarkar ka rule hai — har 5 saal mein base year badlo. Base year matlab woh reference year jiske prices ko benchmark maankar hum aage ki growth measure karte hain. Purana base year tha 2011-12, jo 2015 mein introduce hua tha. Logic ke hisaab se 2020 mein change hona chahiye tha.
Lekin phir kya hua? Pandemic aa gaya. Economy recession mein chali gayi, factories band, migration ho gaya, informal sector toot gaya. Ab agar aap aise time pe base year fix kar dete, toh woh year toh khud abnormal hota — matlab aap tede ruler se seedhi line kheenchne ki koshish karte. Isliye statisticians ne socha, "Ruko, economy pehle normal ho jaaye, phir naya base year lenge."
Recovery ke baad kai saare fresh surveys hue, data collect hua, aur ab naya base year hai 2022-23.
Lekin sirf year badalna kaafi nahi tha. Ek bahut purani complaint thi ki India ka GDP number thoda "kacha" hai, kyunki humaari economy mein ek bada hissa informal sector ka hai — woh chhote-mote unincorporated enterprises, jinke paas na proper books hain, na registration. Ab agar aap unko theek se nahi ginoge, toh GDP ya toh over-estimate hoga ya under-estimate.
Isko address karne ke liye NSO ne ek naya survey chalu kiya — Annual Survey of Unincorporated Sector Enterprises (ASUSE). Iska seedha matlab yeh hai ki ab woh chhoti dukaan, woh gali ki workshop, woh ghar se chalne wala business — sab count mein aayenge. Credibility badhegi, quality badhegi, aur GDP number thoda zyada reliable hoga.
