BharatNet and Digital Public Infrastructure — Infrastructure, Redefined

Two villages side by side, one with a road and one without — now replace 'road' with 'internet'. BharatNet is the pipe and DPI is what runs through it, and together they force the word infrastructure to mean something new: shared, enabling, non-rival, and built from code rather than cement. The honest half is the delivery record, where less than half the commissioned connections are actually being used.

Let Me Tell You Where This Story Starts

Picture two villages, sitting next to each other. One has a paved road going in. The other does not. Over ten years, watch what happens. The village with the road gets a school bus. It gets a mandi that traders visit. Its farmers hear the morning price of onions. Its children go to a college in the district town. The other village? It stays where it was.

Now change one word. Replace "road" with "internet." Everything else stays the same.

That is the story of BharatNet. And that is the story of what we now call Digital Public Infrastructure — DPI, for short. The two are connected, but they are not the same. One is the pipe. The other is the system that runs through the pipe. You need both. And in the last five years, India has quietly built the largest such setup in the world.

Let us sit with a chai and go through this properly. Because if you understand this one theme well, you can answer a mains question on infrastructure, on inclusive growth, on governance, on India's global standing, on data protection — all from the same base of knowledge. It travels.

First, What Is Digital Public Infrastructure? Simple Version.

Think of a highway. The government builds the road. Then anyone can drive on it — private buses, trucks, cars, ambulances, cycle-rickshaws. The road does not care who you are. It just has to be smooth, wide, and open to everyone on the same terms.

DPI is a highway too. But a digital one.

The government, or an agreed group of institutions, builds a few basic things — a way for you to prove who you are, a way to send money, a way to share your own documents with your permission. Once these basic things are built, any company, any government department, any NGO, any startup can build services on top. Like a road, they do not care who is using them. They just work.

The three most famous parts of India's DPI are the ones you already use:

  • Aadhaar — this is your digital identity. It answers the question: "Are you really who you say you are?"
  • UPI — this is the digital payment rail. It answers: "Can you send money to anyone, instantly, for free?"
  • DigiLocker and Account Aggregator — this is the consent-based document sharing layer. It answers: "Can you share your own data — a bank statement, a marksheet, a tax return — with someone you choose, without them seeing anyone else's data?"

Together, these are called the India Stack. Stack means layers built on top of each other. Identity at the bottom. Payment on top of identity. Data-sharing on top of payment. Any service — a loan, a scholarship, a health scheme — can now be delivered on this stack.

DPI is the digital version of roads or ports. It is infrastructure. But it does not need cement. It needs code, open standards, and rules that stop anyone from monopolising it.

Now, BharatNet — the Wires Underneath It All

Here is a question. UPI works because your phone talks to a bank server. But that server is somewhere in a big city. The signal has to travel. On what?

On optical fibre. Thin strands of glass, buried in the ground or hung on poles, carrying light. That light is your money moving, your data moving, your video call happening.

Cities have this fibre. Big towns have it. But six lakh villages in India — did they have it in 2011? No. They did not. Which meant that even if UPI worked in principle, the last five kilometres to the village would be running on old copper telephone lines, or on patchy mobile signal, or on nothing at all.

So in 2011, the government said: we will lay fibre to every gram panchayat. Every single one. Two and a half lakh of them. This was called the National Optical Fibre Network (NOFN). In 2015, it was renamed BharatNet. It is funded by the Universal Service Obligation Fund (USOF) — a pool of money that all telecom companies contribute to, meant specifically for reaching areas that private telcos would never reach on their own.

The plan was simple. The execution was not.

The Phase Story — What Actually Happened

Phase 1 (2011-2017). Target was one lakh gram panchayats. It got extended to 1.25 lakh. Done by BSNL, RailTel and PowerGrid — three government undertakings that already had some fibre network. This phase was completed, more or less, by the end of 2017.

Phase 2 (2017 onwards). Target was the next 1.5 lakh gram panchayats. This phase used a mix of models — state-led (Chhattisgarh, Gujarat, Andhra Pradesh and others), CPSU-led (BSNL), and private-led (Punjab, Bihar). The deadline kept shifting. Original target was March 2019. Then August 2021. Then 2023. Even today, not fully complete.

Phase 3 (approved August 2023, currently rolling out). This is the big one. The Union Cabinet approved Rs 1.39 lakh crore for Phase 3. The target is to connect all 6.4 lakh villages — not just gram panchayats but every village — to the middle-mile network. Bharat Broadband Network Limited (BBNL), which was managing the earlier phases, was merged into BSNL in 2022 to speed things up. The new phase also brings in a fresh idea called the BharatNet Udyami model, where local village-level entrepreneurs become the last-mile fibre operators, earning a livelihood from providing broadband to households.

But Here Is the Uncomfortable Part

You should be honest about numbers when you write in mains. The story is not a straight success.

  • By March 2026, only about 13.23 lakh fixed connections had been commissioned under BharatNet — against a target of 18 lakh for that milestone.
  • Of these, only around 8 lakh connections were actively being used. Less than half of what was targeted was actually seeing usage.
  • New connections have been slowing — around 7,000 per month in recent periods, when the requirement is many multiples of that.
  • Parliamentary committee reports have repeatedly flagged shifting goalposts, weak coordination, and slow approvals.

The reasons are not one thing. They are many things stacked together — BSNL's financial condition, poor maintenance of installed equipment, state governments delivering slowly, private telcos already covering some villages so demand for BharatNet is lower there, and the demand-side problem that even where fibre reaches, households often do not have the device or the digital literacy to use it.

This is where a good UPSC answer separates itself from an average one. The challenge is not just laying fibre. It is building the entire ecosystem — devices, skills, useful local content in local languages, affordable pricing — so that the fibre is actually used. Supply of pipe without demand for water is a wasted pipe.

So Why Do We Call This "Infrastructure, Redefined"?

Here is the shift that matters, and this is the sentence you should carry into any answer.

For seventy years, the word "infrastructure" in India meant physical things. Roads. Dams. Ports. Railways. Power plants. Transmission lines. These were what got budgets, what got planning meetings, what showed up in economic surveys.

Then, quietly, something else started to matter just as much. A digital identity that a migrant worker in Mumbai could use to prove she was the same person as the one in her village. A payment system that could move Rs 100 from a farmer in Odisha to a seed supplier in Karnataka in five seconds, for free. A data-sharing framework that could let a small kirana shop owner get a loan based on his UPI transaction history, without needing a fat file of paper documents.

None of this needed cement. But all of this is infrastructure.

Digital systems qualify as infrastructure because they have the same three properties a road has:

  1. Shared — everyone can use it.
  2. Enabling — you build other things on top of it: businesses, services, applications.
  3. Non-rival — one person using UPI does not stop another from using it, the way one truck on a road does not stop another.

So "infrastructure, redefined" means this: the definition of what a country needs in order to plumb its economy has expanded. Physical infrastructure still matters. But digital infrastructure is now equally foundational — and unlike physical infrastructure, it can be built at a fraction of the cost, in a fraction of the time, and can reach the last mile faster.
