Digitisation and Efficiency in the Criminal Justice System — ICJS, MeghRaj and the 2027 Deadline

Where This Article Fits in the CJS Base Article

Think of today's article as a software update, not a new installation. It docks onto three sections of the base article:

  • New criminal laws (BNS/BNSS/BSA). It reinforces the shift from a punishment-oriented to a justice-oriented system, with a sharp one-liner: the CrPC treated the person as a “criminal” being tried, whereas the BNSS treats the person as a “citizen” whose rights are balanced with the victim's interests.

  • Technology — promise and peril. It adds a concrete deadline (full digital rollout by July 1, 2027) and a concrete problem (only 46% of FIRs are currently transmitted digitally to courts).

What is New — The Four Takeaways

1. The July 2027 deadline — full digital rollout

From July 1, 2027, all procedures under the new criminal laws — FIR, investigation, chargesheet, evidence, trial, disposal — will be recorded digitally through the Interoperable Criminal Justice System (ICJS). Today, each step uses separate systems that do not talk to each other — like five people on the same project using five different chat groups. ICJS puts police, courts, prisons, forensic labs and prosecution into one group: file an FIR and the court sees it instantly; a lab submits a report and the judge gets it at once. The data lives on MeghRaj, the Government of India's own cloud (GI Cloud) run by NIC — already used by 2,170+ departments, upgraded to MeghRaj 2.0 in February 2026 with AWS-Yotta hybrid infrastructure for sensitive workloads.

2. The 46% gap — the digital chain is broken

Per NCRB, only 46% of FIRs are currently transmitted digitally to courts — the other 54% still move on paper. This matters because the BNSS mandates timelines (45-day judgments, 60-day charge-framing, 7-day forensic reports in rape cases). You cannot enforce timelines when more than half the cases are not even in the digital system — like setting a speed limit on a road that is only half-paved.

3. Forensic labs — from 129 to 154

Forensic laboratories have grown from 129 (2023) to 154 (2025) — a 19% rise in two years. Welcome, but thin: 154 labs for 1.4 billion people, against a BNSS mandate of forensic examination for every offence punishable with 7+ years. The direction is right; significant scaling remains necessary.

4. The philosophical shift — punishment to justice

  • IPC → BNS: from designed to punish the accused to designed to deliver justice through a proportionate response.
  • CrPC → BNSS: from treating the person as a “criminal” being tried to treating them as a “citizen” whose rights are balanced with the victim's interests.
  • State-centric → citizen-centric: from “the state vs the accused” to balancing the accused's rights, the victim's interests, and society's safety.
  • Colonial control mindset → constitutional principles of natural justice.

The shift from “trial of a criminal” to “trial of a citizen” captures the whole philosophy in one line.
